I notice this as well, and what I did once was to stop the charging from within the VW app (but keep the car plugged in) and after a while the Octopus app managed to set up a charging schedule. Looks like it's the car sending Car2X data even though it is in offline mode. There's a bit more information about it in the car's manual.
