Well, at least VW are being consistent with their levels of inconsistent communications with their customers and dealers.

I had 2.4 update and battery change at local dealer on Monday. Now waiting for 3.0.

VW have improved their communication, however it only seems to be through facebook on a group called "Volkswagen ID. Drivers Club", so worth a join if you're on facebook 
They regularly post updates and MS Forms to get feedback about various things.
They have more recently announced that 3.0 OTA is being rolled out across Germany at the moment (which ties in with German users posting pictures of them receiving it), the international rollout will probably take a while yet as they are sending it out one wave a week covering a variety of hardware and software combinations - they will inform us there when international rollout has started.
